Omg!! She must have been terrified!!! I always kept my kids (especially my son) on a little leash with a shoulder harness when they were old enough to walk but not old enough to know better than run off. Sounds horrible I know but it was for safety.

Awe. Poor thing! A younger child could drown..especially a toddler just learning to walk. Its also embarressing. Poor girl!

Some don't like those leashes..but nowadays if I had a young child I would use one!
